A category header template for use on a Summer Olympics by year category, i.e. a category named "<foo> <YYYY> Summer Olympics <foobar>"
It creates a navigation box with links to other years.
No parameters are required, but they can be specified if needed. If parameters are omitted, the category name is parsed.
